The department of Planning and Development Review (PDR) is required by ordinance to track any parcels that they deem worthy of purchase to assist in implementation of Richmond's Master Plan; PDR decides which parcels to track.This feature class should be reviewed and edited on a periodic basis; to be decided by PDR.

Both of these programs are administered by the Virginia Department of Historic Resources in conjunction with the National Park Service and the City of Richmond Division of Planning and Preservation. Properties that fall within these districts may be entitled to various development incentives, such as State and Federal Rehabilitation Tax Credits. National Register and Virginia Landmark Register Historic districts frequently experience boundary changes and new districts are created annually, due to the fact that the Rehabilitation Tax Credit programs are tied to State and/or Federal historic designation. The creation or amendment/expansion of National Register and Virginia Landmark Register Historic districts is often tied to economic development efforts.Note that some districts overlap and there are similarities with the boundaries for City Old and Historic Districts.

Description: This layer is a representation of the 2000 Census Traffic Analysis Zones (TAZ) that fall within the city. A traffic analysis zone (TAZ) is a special area delineated by state and/or local transportation officials for tabulating traffic-related data- especially journey-to-work and place-of-work statistics. A TAZ usually consists of one or more census blocks, block groups, or census tracts. For the 1990 census, TAZs were defined as part of the Census Transportation Planning Package (CTPP). The U.S. Census Bureau first provided data for TAZs in conjunction with the 1980 census, when it identified them as "traffic zones."Traffic Analysis Zones are sometimes used as a basic unit of socioeconomic analysis in plans and studies, and are available for use in GIS. Unlike the 1970 version of Traffic Zones, this 2000 version is not included in the City's GIS summary processes supporting data warehousing and address systems.
